Telling someone to kill themselves is a bannable offense, so if they are a frequent problem they are likely to have their case reviewed and banned for that. Try not to let it get to you, just mute and report them; they aren't worth your attention beyond that.
sometimes 99 of 99 games maybe 10 decent rest tilting think they gonna win , any offense or intentional will be punished for penalties
but you're most likely gonna get yourself banned for being negative since you're asking him to get banned here most likely mean you asked for him to be reported in game and that is a big No-no.

It is ok to have bad games. Sometimes you will have more skilled opponent, or bad match up, or just make a lot of mistakes. It is ok. Take deep breath, try to analyse what was wrong and go to a next one(take a short break if you feel like you need it) I am 99,9999% sure noone will punish you for that.

Actually this is also offencive and toxic behavor. You have option to mute him and report personally. Just imagine if he ask for report you x9 instead telling other toxic things he did. I doubt you will feel better.
So remember simple rule#1 : See toxic flamer -> Mute him -> report after game. Do not answer, do not ask for report him.
