Report Transparency

This topic mainly revolves around "threatening to report other players". Under what circumstances have your acct(s) been banned due to this. I.e. How many times do you have to say you are going to report someone before it is toxic? Is it just once?

A rioter response would be appreciated.

TL;DR - What are the 'hidden' rules when it comes to reporting, not trying to game your system, but some information would be appreciated. It seems like a lot of relatively innocent people are being banned recently and they don't even know why they are being banned. Please inform us.

If you tell someone "reported" in this day and age in league, they know they're probably fucking getting a 14 day because this game is so soft, so I feel like it induces toxicity. If i say something out of anger and some kid says "reported" it makes me want to give him a reason to report me. Game needs to change or by the end of it, constructive criticism will be a bannable offense.
