Why are new accounts punished insanely hard compared to level 30 accounts?

I just got a 2 week suspension for getting into a fight with a guy who was intentionally feeding and trolling the game over a small mistake

when you win a few games in a row early on it elevates you to a "smurf tier" which is really just all the perma banned players making new accounts and winning, but with that comes horrendous attitudes, i feel like it would be better to just lose on purpose so i can at least have decent conversations and not be around intense toxicity.

new accounts have few games so it is easy to get a high reports/game which will get you punished.

I don't think anything is specifically treating new accounts differently. It is just that with less games played you have a higher chance for those "few bad games" to be a very high percentage of your total games.

So if someone had 1000 games played and then was a dick for 3 games they would have a long neutral/positive history being considered. If someone played 10 games and was a dick for 3 of them then they have been a dick almost a third of the time.
