First blood should only prevent /Remake if it happens before 1:30

If first blood happens after 1:30, there is not enough time for someone to quit BECAUSE of first blood and trigger a remake, therefore, there is no reason to cancel the /remake process when first blood happens later than this point. If someone has been afk or disconnected for 90 seconds, and first blood happens after 1:30, then at 3:00 the two things can't be directly related.

In other words: under the current behavior, someone could die at 1:15, ragequit at 1:20 and trigger a remake at 3:00 if it weren't for the first blood rule. However, if they die at 1:40, it doesn't matter because there is not enough time left to go AFK for 90 seconds before 3:00, so the first blood rule isn't needed and only hurts after 1:30.

After the 1:30 mark, the first blood rule just creates scenarios where people who should be able to remake can't because someone died in the normal course of the game. The behavior should be changed so that first blood only prevents /remake if it happens prior to 1:30.
