I got a teemo last game who said no jungler gg, then leaves game after 3 mins sitting at base. Is this acceptable behavior from a player? How severe should a punishment be for such behavior?

If someone seeks for attention and wants his teammates to know that he leaves intentionally just permaban that acount lol. If there is no ambiguity, just give then the credit they deserve.
If someone trolls in team, its pointless to waste energy on lost game. Rather save the energy for next game, with no trolls. I'd say teemo was smart, if there was troll. So, I'd say 5 mins of waiting is enough, if there was troll in team that didn't pick jungle.
