Why is it Rank shaming not a punishable form of harassment on the boards?

You're telling me that if someone makes a suggestive or condescending comment they can be banned or punished but if some self righteous Ashehole hardstuck in diamond starts harassing another player or belittling them because of their rank (not even taking into consideration some players do heir promos and go back to normals beacause the competitive environment of ranked just isnt fun for them and believe it or not some people actually play games for fun) they get off the hook and the person being harassed gets punished for putting the Diamond neet in their place??

I've reported it too, and nothing, even reported people harassing me by calling me names and such, nothing, seems like you guys are really lacking on the rules, (oh but heaven to god, i call someone delusional and i got a 2 week ban from the forums)

Since when has rank shaming NOT been punishable? It's specifically stated in the boards rules that rank shaming is not allowed.
