Bringing back "Unskilled" report

I never quite understood why the unskilled report option was removed. Perhaps league has found a new way place players in a balanced match, but I do know one thing for sure, it isn't working.

I was just recently in promos (of course this would only happen in promos btw) and one of the players had to literally be taught how to jungle. Another match the jungler forgot smite and blamed us for it. and another match someone thought teemo jungle (I know it works sometimes) would be the best champ to lock in last while the rest of our team wasn't too tanky. It is matches like this where I REALLY wish there was an unskilled report option. Not only to dissolve some of the pure salt In my brain, but to actually help these players out. Troll or not troll these players were not in the correct match for their skill level.

I'm sure riot is getting a lot of unskilled players reports under the "unsportsmanlike conduct" title which I can assume will get annoying. I believe it would be easier not only for us, but riot as well to bring back some form of unskilled player report. It wasn't a punishable offense, which I think was great. I'm still curious as to why they ever removed it... Well that's my story/suggestion. Thanks.
