Shouldn't there be a kick option for booting in-game griefers?

Lost an Udyr jungle game where this Garen player went mid against an Ahri, kept screaming for ganks when I was pre-occupied with an invading Lee Sin (plus I didn't want to gank for him because he was being toxic), and then when he didn't get ganks, started griefing me by poaching my camps and telling the enemy where I was.

I know Riot's answer is "just stop complaining and report him after the game", but by then he's already done his damage and gives no fucks if he gets banned. Too bad there's no "kick player" vote available that requires a 9-player vote with 8/9 majority. I assume that'd still be "vulnerable to exploitation"?

Also, to ensure said griefer doesn't ruin games for others, getting booted in this way would result in a queue penalty. Since it would require 8/9 players to vote yes to boot you, odds are it'd be them thinking you deserve it.
