Playing Draven (Tyler 1 related) In need of riot response

So I like to play draven, but it seems that I can't play him because this community flames me and calls me tyler 1 every game I play him. In the games that I don't get flamed for 'being tyler 1 most toxic player NA', I legitimately enjoy playing league of legends. Every game I enter is a mix of hate speech verbal abuse and unsportsmanlike behaviour and I have not received the assist for reporting players banner in a long time.

My question for you riot is this

Is calling someone tyler 1 in game a bannable offense? Also it seems that saying any of these phrases are not bannable offenses?:

'ur a beta cuck' 'kys' 'hey it's tyler 1 im gonna take his cs' 'look at these kids thinkin they are tyler 1' 'ur not tyler 1 u f$%^ot' 'yo tyler 1 imma tyler 1 while u tyler 1 in my tyler' 'Tyler, ur a little bitch' 'run it down mid tyler' 'yo tyler why don't you afk like the little bitch u are?' 'that's not tyler's build therefore you suck at this game' 'nice masteries beta why don't you suck off ur mother' 'nice runes, i better afk' 'urbadurbadurbadurbadurbad'

And finally if this does receive your attention riot, can we please make the phrase "Tyler 1" a bannable offense? He's already been perma-banned so why don't you finish him?
