Why are some obvious ELO boosters not getting banned????

The reason why i ask this is when im silver 5 ( granted ive only played 20-30 ranked matches because almost everyone has 40-60% winrates which tells me its only about how much time you play ranked and not actually skill level but thats besides the point ) and im laning against a diamond 1 riven main... and i completely wreck this riven as a singed to the point that even with the enemy jungler ( lee sin ) and enemy bard roaming up to gank, riven still loses so hard that she never even touched my tower..

now the reason this gets me is that there is no way in hell a diamond 1 player is that terrible... literally no way... the chat logs prove that the player playing the riven was not only a riven main, but it was also the owner of the account who got to diamond 1 on their own... now you tell me riot how people like this get past your system when apparently ELO boosting is bannable... yet there is a perfect example of 1 in my game history...

why are you more vigilant about chat bans than people who cheat? seriously

You didnt really "wreck" that Riven. You were 2:2. She was 6:6. She was best in her team. She outfarmed u, even tho u are singed. She did most damage in her team. But her team fed big time. U built armor so she couldnt really kill you, and Riven got gutted this preseason, almost anyone can counter her on lane now. And it was normal game so that guy probably wasnt even playing with his maximum potential.

Creating an algorithm for catching foul language is simple, like (2+2=banned). Meanwhile creating one for cheating is complex, like (how the monitors look like in the Matrix movie). Even current system has the forums flooded with players contesting the automated system. Do you want to be the one sifting through 27 million games each day? Maybe write your own program for them to use, or explain how to create and implement the system you want. There is an endless flood of players who agree with you, but almost none with any expertise on the matter who can help make the system better.

For whatever reason, the MMR system for normals is different than the MMR system for ranked. Normals you will get a wide varitiy of people playing from all different ranks. I've noticed too that in team builder, I'm going up against Diamond players when I'm Silver. Don't know why, but that's what it does. Maybe they are duo with a lower tier player?
