You shouldn't be allowed to block a teammate's desired ban by hovering it.

For what do you wanna report him? Sure, banning your pick was childish in this case but we could argue that they disliked seeing Yumi support which is at the moment not that much of an unpopular opinion.

Riot have said that banning champions is not reportable. And you can ban champions that you don't want to play against or with .
