Purge the scourge

I'm really getting tired of AFK from start players and people in chat who have LITERALLY SAID they have been toxic for a while with no ban. One week or more bans need to come out more. A slap on the wrist doesn't cut it, no one cares. "OOH A WARNING". I've seen someone in my own elo 3 games in the past 3 months. I know because my computer already has their name as an option when I go to lolking to see if they play as well as they say they do while they verbally abuse everyone else. Guess what? He was toxic EVERY TIME. Obviously hasn't learned his lesson, probably hasn't even gotten a slap on the wrist. What does it take to get punishment around here?

TL;DR frequent offenders aren't punished fast enough.
