I need to report a guy, does anyone know who to send the files to, or where i can actually report the player outside of the league client?

You can file a support ticket. Link is in the top right cornerbof the website. There is no "Report Player" option, but if you go through "I have a question" to General, it'll get fowarded to the right department. Include any info about the game, and attach the video file.

Edit: it's not a placebo. They do investigate, they just can't tell you what the outcome is.

sigh... I hate to be reality, but honestly, there is little chance of anything being done, however, if you would like a placebo then go submit a support ticket where you can attach files and/or link to footage you have.

ps, there is no specific "report a player" menu item so just use the question about something option.
