searching concrete proof would be difficult, but i can try. as replied to the other commentor, all i know is that in a game i played just very recently someone abused the laugh to spam me with shame and after the game was hit by a punishment when being nearly mute in the chat. if i had a means, or if someone would give me the necessary Knowledge to record that i would gladly show.
Was it a teammate or an enemy? If it was an enemy then he might have said stuff in his team chat that you couldn't see but the automated system could easily pick up on.
Have you reported anyone at all in the weeks or so previously? It might have just taken time for the IFS to scan and punish them.
He might have also said some things in other games. When someone is reported their logs aren't scanned for just that one game but for last few games or so(I don't know exactly how many). He might have said some things in those games that the automated system picked up on.
That's what I can think of off the top of my head as I am very dubious that someone would get punished just for spamming emotes. I used to spam emotes all game almost every game and never got in trouble. Most people actually found it quite hilarious. It was actually somewhat strategic too as some champs you can set the emote to a hotkey and spam it during an autoattak and it will cause it to "pause" the attack until you stop emote spamming. I used it on some champs like Jarvan to get more last hits on minions. Plus it was hilarious.
