Technically it's both. It's a tower with a turret laser at the top. I'll tell you what it ISN'T though.

Heimer has turrets, The Rift has towers.
It's sandcastle towers, one wave and it's gone.

Announcer says Turret. However, I say tower on the basis that I reserve the word 'Turret' for Heimerdinger. Generally I just refer to them as <Top/Mid/Bot> <Inner/Outer/Inhib>.
