Just had a guy ban my champ on the grounds that he thinks its a bad champ. This feels really bad on my end. His response is to dodge and find another group if I want to play that champ.
Is this re portable or no? This wasen't a troll pick I wanted to play 
as adc in a normal.
These kinds of interactions encourage players to hide their picks, which makes it more difficult to coordinate teams

Against the rules? No.
It is not punishable to utilize the option to ban a champion that the person does not wish to play with.
In plain language, people are allowed to ban any champ they want for any reason.

Yes it is. Not for mf as much but if someone is gonna play ez adc into like a tristana or vayne boi you better bet imma hit that ban button.
Unless it was an accident and profusely apologized for, I'd consider it griefing and I usually report it as such. League is a team game. Starting a match off by stabbing your own teammate in the back destroys cooperative play right off the bat.
My usual response when someone does this to me: "Welp! Since you banned the champ I'm good at, I guess I play one I haven't tried before instead!" I don't troll 'cuz that's not fair to the other three people on the team, but I'm probably not going to do as well either with a completely new champ. And then yes, I definitely report. (Fortunately, the kind of person who does this is also usually the kind of person who can't keep quiet in chat and provides plenty of other toxic things to be reported for.)
If every god damn mid Yasuo, Master yi, Shaco that I get is hot garbage I'm banning them because I don't care if your the 10% that will be good because 90% of the time they are always garbage. If I don't have good faith in a champs history on my team and think it's even worse in the team comp we will have I'll ban it, it's not personal so deal with it.
