Should a scripted player perma-ban or suspend?

Which one is a better choice? Cos i think i encounter a scripted lux in NA whereby she easily score ultimate kills even when there is a fog-of-war with no vision. Even easily score a lucent singularity with no vision on our team out of nowhere. When we tried to dodge her abilites in the fog, she still manage to score kills on us. Pro players doing it blindly wont be that accurate over and over again. I had a feeling she is using a third-party program whereby she can see through the fog. We even clear out any vision wards on us yet she still manage to kill us out of nowhere.
