Should AFK farmer be reported or not?
I'm just wondering that i should report someone for AFK farming and not helping out team in future game. Especially AFK jungler farming entire game.

If they are choosing to power farm to be a bigger threat later instead of engaging ganks they don't think they can win (whether you think they can or not), that isn't something you should report for.
If they are simply not participating in the match and have little or no intent on trying to win, that's no different from being AFK and should be reported as such.
Try to tell the difference, but if in doubt, err on the side of caution and report it. If they do this frequently and a pattern of non-participation is established they can be punished, and if it wasn't malicious behavior then they won't be punished for one game of that. If you don't report then they might keep doing it if it's malicious.
some champions are meant to afk farm/split push and not really team fight. "Helping" is a loose term. Just cause he isn't doing what you may want him to do doesn't mean he is not helping.
Disclaimer I jungle quite a bit. No you should not. The reason why is you have no idea what they are actually doing. Most of your attention is focused on your lane and what you are doing just because you haven't had a gank from your jungler or haven't seen them successfully complete a gank doesn't mean they haven't tried or aren't attempting to help your team in some way. ", err on the side of caution and report it" .......god damn I get super cautious teammates all the time XD. Idk if telling people that if you are unsure about something, then report it. Seems like it would have the potential to create false positives and cause more undo stress in league.
It depends. If they're someone that needs to afk farm, then no. Yi's the most notorious example, but Diana and Akali also apply, to an extent. But they DO need to contribute in some way. Either they can do so by ganks or epic monsters, or by counter jungling to insanity.
Basically, as long as they contribute in some way, they're fine. But they need to add SOMETHING to the team.
The AFK jungler farmer im talking about is Graves. He hardly join in any team fight. When we need him together when entire enemy team is pushing into our base. Only to find Graves taking his sweet time taking his Blue buff and Gromp. He hardly came to gank either....only by the time he came for a gank, our laner is already dead.

its why i have my chat restrictions right now im new so i have no idea how to stage a come back on a losing team and instead of teaching anything they troll and flame and then wonder why i throw my hands up. worst part is im usually better then them and they have 1500 games this season =[
