Trolls know how bad the report system is

Vladimir in my last game decided he didn't want to play the game anymore after jungle didn't give him blue. SO after a short period of him leaving the game he rejoined and spent the rest of the game staying away from everyone and either farming a pushed lane or the jungle and trying to surrender every chance he got until the game was over. We all agreed to report him but right before the game ends he says

"Damn I'm sure going to feel the repercussions of this one."

And he's not the first to say something like this in my experience. It seems like players who passively ruin games by afk farming until end, or throwing up surrenders every chance they get, or in one case he straight up intentionally fed the entire game almost always have one thing in common. And that is they know that the system doesn't work... or not nearly as much as it should.

I wish there was a semi tribunal system. I know the first one didn't work but I wish there was one where players could vote on if a rioter should actually review the case file and NOT be the final deciders.

Like I would go online and vote if a player was guilty or not. My vote wouldn't go towards if the player gets punished or not but instead if the case is forwarded to the people who review these cases.
