Should people with horrible connection be punished?

I've run into more than my fair share of people in ranked that claim that their connection is absolute trash but then also start to say how they started the match knowing this without any regards to how their teammates would be affected, so I want to ask if community members (maybe even riot members) think this is punishable?

The reason I decided to bring this up is because we had the same exact situation last game. Our jungle nidalee claimed to be having massive connection issues, told us he knew he'd be having connection issues before starting the match, then out right said he didn't care because he was on a smurf account. This has got to be punishable but from what i could tell it being ranked the enemy didn't care enough about us to report him and my team also appeared to not care and simply want to leave the game so I don't think he will get any sort of punishment at all.

So my question is should people be punished for intentionally going into games with horrible connection whether they're trying to lose or not?

It already is.

LeaveBuster affords everyone a buffer to account for real life emergencies, but if not careful this buffer can be consumed quickly. At which point escalating punishments will begin to happen the more often leaving/ afk's happen.

This buffer does recover, but it does so very slowly.

Yes, absolutly so. If they are going into games knowing full well they wont be able to hold a solid connection then they are purposly ruining the match for their teammates and as such should be punished.

Same applies for sudden connection issues. If you drop out of a game because of a bad connection do not immideatly enter another game. Test your connection in a custom game first and if its still bad then stop playing league and fix it first.

I can not tell you how many idiots i have had on my team that disconnect and reconnect all game only to say: "wtf lag again. I was lagging like this in my last 3 games to." And i am just like :"if you were lagging on a bad connection for 3 games straight the WHY are you still tring to play?"

it is crazy how often this happens. The stupidity among players sometimes is astonishing.

To some extent. If they are knowingly going into games with a bad connection then i fully support them getting punished. And like others have said they do, just not as harsh as other punishment. But seeing how there is no sure fire way to know how your connection is until you are in a game there are people who seriously didnt know. I know ive had my fair share of 1-3k ping, and having no clear way to fix it. Sometimes it might not even be the players bad connection. It could be Riot side of the servers. Its one of the reason why many believe we need multiple servers for this game. I mean we only recently got a better one to help the east coast, but at the cost of higher ping towards some of the west people. Myself included. Since Hawaii got hit pretty hard with the server migration. I remember playing between 60-70 ping, but when it moved i now get 120-130. So again it might not even be on the player if they dont know they are having a bad connection. But like i said if they go in knowing full well they need some form of punishment.

This is a game that requires constant attention and therefore constant connection. If someone had a chappy connection in a raid on any MMO I'd want them out. I rely on that person. I am sorry that there are places with bad Internet or they can't afford it, but there are other games in the world.
