Pretty sure Riot said that the Honor System has nothing to do with reports or the banning system. Even if it did, being honor 5 or honor 4 doesn't give you any right to be toxic enough to get banned.

junglerboy161 votesPretty sure it only interacts with your honor insofar as having a poor honor score is indicative that you're likely to receive some sort of penalty in the near future, but it doesn't actually interact with your account status directly, much less provide protection at higher honor levels.
