I don't get why people are always saying reporting does not help. I love the report system and when I was chat restricted for the first time, I did not get it, the second time I was chat restricted I had 75 games, someone I know had a 2 week ban a little while later and I realised that I needed to reform. I love this game, the community (few will agree) and Riot. Riot does a really good job keeping this game toxic free.
