So why do we get punished for dodging?

I want to know the reason Riot punishes us for dodging. If I am in ranked Que and I see a potential troll on my team. I don't want to play with him, why do I get punished for this? If I am in que and someone auto locks a champion and instantly begins flaming. I DONT WANT TO PLAY WITH HIM. But instead of Riot punishing the people who make us want to dodge. They punish us...... WHY. What did I do? And how does people dodging que really affect the game? Except that you have now prevented a possible toxic and rage filled game from happening. If anything, we should be rewarded for this.

If Riot didn't punish for dodging, it would very likely significantly increase the time it takes to actually get into a game, because people would dodge for every little thing that they don't like. Don't like your team comp vs the enemies? Dodge. Enemy team has an OP champion? Dodge. Teammate picking a champion you don't want them to pick? Dodge. Didn't get your primary role? Dodge.

This is why Riot has penalties for dodging.

if there werent any penalties people would sit in queue wait till that last 3 seconds of the 7 minute champ select and then leave. then they would do it again, and again, and again. just to troll people
