Can we increase the ban time of ditchers?

I've been in queue for 10 minutes, I call my position, get my lane, get ready, and in the last ten seconds, in the skin choice section, someone dodges. That goes on for a solid 10 minutes of people just dodging and not choosing champions while I get my lane and champion over and over and wait because people are giant assholes. So finally no one dodges, but after 10 minutes of dodgers, but I finally get a slow queue and call last and don't get my lane or champion. after i should have already been playing my champion in my lane i called 20 times, I get the big fuck you. Can we increase the time of people who dodge the last 10 seconds of champion skin selection from the normal 6 minutes to 20 minutes right away? Anyone who leaves normally in the champion section is fine, but when they purposely dodge over in the last ten seconds, it's so annoying.
