You can dodge, but Riot will never know about it that way. The best way to ensure a player is punished for that kind of behavior is to play the match and report them at the end of the game; it sucks if you have to be the one to deal with it, but taking one for the team helps get rid of them for good.

Personally, I'd rather do that and report than dodge and they continue to get their way. Many times they aren't actually going to follow through with their threats, they are just wanting you to dodge the match for them so you get a penalty instead; if that doesn't work they just play the match more or less in an appropriate fashion.

If someone was threatening to feed in the lobby to force a dodge, I would take screenshots of the chat to send to Riot support in a ticket in the event that I or someone else ends up dodging. It's certainly unsportsmanlike behavior and a person should not be allowed to abuse the system in order to get away with it. Using the report feature at the end of a match is still the best way to help the Instant Feedback System to track and punish players who do this consistently, but support is still able to intervene and act when necessary.

From a conversation with a member of the Player Behavior support staff:

While we're not always able to take action, we definitely do when it is necessary. We don't want to set the expectation that players can use Support as a venue to report, because that's not what Support is. We are here to help explain account standings, help with account issues, explain how our systems are working with the account, and send players to the correct channels to empower them on fixing the issue.

Hope that offers some incite. Good luck in your future matches!
