Can you report someone for purposely trying to make someone angry?

This one game this [enemy player] tried to purposely make our top laner loose his mind by trash-talking, being arrogant/cocky (about their KDA), and just about anything else to make them mad (that player actually got emotional at that point), I felt sorry for that player.

I know that you can just mute them, but it doesn't stop the enemy player spamming CTRL + 4 (Laugh Spam) or CTRL + 3 (Dance Spam) near the dead body of the player they were trying to make mad.

Is this something that is reportable?

Yes. Deliberately causing a poor game experience for someone via chat is a punishable offence.

Only if they broke one of the rules in the process. For example, trash-talking and mocking players is something you definitely can get punished for, spamming taunts or emotes isn't.

Muting prevents you from seeing joke/laugh/taunt emotes.

A recent example of this was a Fizz flaming out the Caitlyn for how bad they were, except the ADC seemed to be just fine except for the lack of performance from his abuse.

But emotes? Might be a little overthinking that a poro over someone's champion is trying to hurt your feelings.
