Might want to check out the top comments in that reddit thread. Many of the top comments are pointing out the hypocrisy of the statement coming from IWillDominate and Wings, and other top comments point out that neither is good (trolls or poor behavior in chat).

And tbh, he is right. If they would have spent the same resources over the last years into a system that can effectively punish players that give up in games (doesn't even have to be an automate system, something like the tribunal would actually be a good idea for that), they probably would have came up with a good system for it yet.

The only thing they did is a system that can only detect obvious inters who buy 6 tears and have 30 deaths. A system that can effectively detect and punish trolls would be much harder, but they should at least try to come up with something.

It makes sense actually: since riot puts a lot of focus into chat toxicity -- by making the IFS extremely strict when moderating chat, players who want to express their toxicity won't do it in chat(since it's easy to detect/punish), they'll do it in gameplay terms because it's hard to detect.

Basically, the more focus there is put into chat, the more discouraged trolls will think to express toxicity in chat instead of gameplay.
