It is almost exactly that. Certain things that can be said do not fall under the category of toxic, but still are within the defined area of disturbing or negative. Honor progress is not a fast process, and these days even writing positive things can horribly backfire into a hell loop of toxicity. My best, personal experience made advice is to not talk at all, or sometimes make positive remarks on good tasks.
Won a team fight? "Wp everyone." say nothing else, make no specifics. just be nice to EVERYONE.
Stole baron? Just type "GG" and NOTHING ELSE.
Game ended? GG WP, no EZ, no bg, just gg wp.
even the smallest competitive banter isnt necessarily BUT CAN BE registered as negative remarks by the system if you get reports over it.
And reports, even if they result in nothing, do influence your honor progress from what I understood when it was released.
Long story short, play league as if you are a buddhist. be nice, don't specify to who you are nice so the system thinks you are positively commenting on your whole team.
If you smell trouble, if you have an uneasy feeling or things go south harder than avian migrations during autunm, /mutefull all is the thing you look for. If you do not use your chat AT ALL then you positively progress with your honor as you play. Admittedly, it is slower than if you put effort into positivity, but if you say absolutely nothing, then your honor growth is garuanteed because if you say nothing, it means you cannot say anything wrong.
