Does League of Legends Shadow Ban?

Im not an amazing player, so I am used to the occasional losing streak; I have had only one minor attitude problem in the past - got chat restricted for a few games and barred from hextech crafting ex post facto style, TY bby Rito ;)

However, that was a long time ago, and suddenly for the last two or three weeks I find myself playing in game after game with trolls, AFKs, rage quitters, feeders, and straight up jerks. Ive played the game for more than 2 years now and never experienced such a long-running combination of nasty attitudes and crushing losses.

The poor quality of dozens of games on end had recently got me thinking of quitting on account of the community; but now I honestly wonder if I am being "Shadow Banned" in a way, or basically being punished with toxic team mates by design, in order to encourage me to quit playing. I know some other games with community/cheating issues do this. Is it possible Rito is doing this? Am I going insane? I didn't get any notice or warning from Rito, not even a "please be positive :)" type message, hence my concern.
