Question regarding the "Negative Attitude" Report

Does an obnoxious winner come under this tier, or for some other reason? I ask this, because I feel that the players who say stuff like:

"Lol too easy" "Wow u suck betch!" "Uninstall go play tetris" "Nice ult n00b"

Could have a negative impact on people's experiences with the game. I know it's not as bad as sore losers wishing terminal illness on others or homophobic slurs used to get at people, but comments like above, can get under people's skin , and it could encourage people to feel a little more rattled by a potential loss (That's probably not the case for everybody, but it can happen to others). It's been happening more and more lately, especially during ranked.

The main question is: Is it wrong to report people for this reason? Or is there a certain line that needs to be crossed first before it qualifies for a report?

If they keep spamming these, uh, "quotes" or something similar with ill will for the duration of the game, yes.

If they just say it once or so for the duration of a game, yes or no. It depends on whether you think they are worthy of reports and whether or not they are hostile. I can't answer that for you because it involves quite a handful of uncertain factors and every case is different.

Anyways, it is A-okay to report anyone you deem toxic/unsportsmanlike as long as you aren't lying or misusing the report categories.

It doesn't matter what you said. All you need to know is that if multiple people had issue with what you said (Doesn't matter what it is) they can report you for negative behavior. The rule of negative behavior is that something about what you were doing was giving other players a "Negative Experience". You could have been giving directions, advice, or just the occasional "gg ez". As long as multiple people reported you for negative behavior, then you saying "Lol, too ez" or other things of the like is creating a "Negative Experience" and is therefor negative behavior.

Yes I would report for those, especially if it happened multiple times in a game.
