Coincidentally, I didn't know what it meant until pretty recently after playing league for over a year.

Just thought it was an acronym for an in-game term. Do not see it too often, but recently I have noticed seeing it more.

Now I report the person every time and every time I have I get a notification that a summoner has been punished when I logged in. The last 4 times I have seen it, I filed a report, and all 4 times I got the message.
