I mean all this guy did was scream like a fucking chimpanzee, still does when it comes to things like Overwatch, H1Z1, etc.
So....why let him back if he's not gotten any better? (Still see people in-game and on forums say how he "needs to be unbanned")
Trust me, it's a very tiny vocal minority that wants him back. I don't think he'll be coming back don't worry.
From what I understand, People want him to be unbanned because they say he has reformed. Tyler1 still plays league even though he cannot stream it. Often times he gets those new accounts banned just because riot finds out that it is him playing. His new accounts (to my knowledge) don't show any toxic behavior. He hasn't even been getting chat bans or games where he runs it down mid or steals the adc role from people due to having support games in his system.
At this point I don't know if he should be unbanned, but it seems he is making a conscious effort and is actually friendly in game. I don't think it would be a terrible decision for riot to consider unbanning him but it would have to include very strict guidelines.
Because that reflects what most of the community wants to see (but on themselves) and what they'd like to be: A low grade kid under steroids that trash talks every1 without getting punished.

You unban such a toxic player, there would be a huge expectation that you review and start unbanning other perma banned accounts. A nightmare to think about.
i mean have you even seen his RECENT streams? he doesnt play overwatch anymore he hasnt play H1Z1 in awhile and in overwatch he isnt even fucking toxic

I don't think many people have any interest at all in him really. It's just fanboys tend to be very vocal and love expressing their love for whatever it is they are a fan of. In this case, it's some guy who plays a video game. I don't get it.
Ill admit i dont watch Tyler1, so the only times ive seen him and the issues he presented were all from various other types of videos from other people. Of those videos, its clear why he shouldnt come back and i hope Riot does the right thing and keep him ban. Because the moment he comes back is the moment this community will go into an uproar. If he can get unban, this will tell the community (those that break the rules at least) that its ok to do that, as long as you are good for an X amount of time. Because if he can get back into the game why cant they?
He has tarnished so much from this community to the point where people thought it was ok to do because he did it and didnt get punished. That was not right, and the fact people still mimic him shows that the community (or at least his community of followers) havent learned why he got the punishment he so rightly deserves.
