You have no idea how they're behaving outside of allchat (if you decided to be extremely creepy about this and spectated their games) and you don't even know whether they were punished. Maybe it was the first (or even second) offense and they received a chat restriction. Maybe they then, out of fear of actually receiving a ban, got their act together and started behaving like a decent human being.

Riot cares more about stopping people from saying anything that can be construed as negative instead of actually removing what causes negativity. Why actually fix the problem when you can put a blanket over it and pretend it doesn't exist.
