A Teammate Rating should be established
It would simply work like this:
After each match you have to give each of your teammates a rating using a five point scale.
5 = exceptional teammate (Riot creates a description of what that looks like here) 4 = good teammate (Riot creates a description of what that looks like here) 3 = average teammate (Riot creates a description of what that looks like here) 2 = bad teammate (Riot creates a description of what that looks like here) 1 = terrible teammate, toxic, afker, etc. (Riot creates a description of what that looks like here)
After you earn 100 votes (30 matches) you get a teammate rating that everyone sees which is simply an average of all the scores you earned. Hopefully this could be used along with elo to match people. Someone with a rating of 4.2 won't get ranked with someone with a 2.3 rating.
This will instantly persuade people to play nice or they will INSTANTLY feel the effects of being a crappy teammate. As I am sure Riot is aware that the sooner feedback is given the more effect it has so someone receiving a bunch of 1's and 2's in their first few matches will see their rating be low and start feeling the effects of playing with other players with similar attitudes.
And for those fearing abuse, remember most players are honest and a few bad apples can't hurt your score that much when you start accruing hundreds of 3's, 4's and 5's. I would also add that people can only vote on your rating once, so your friends can't vote you a 5 over and over.
I could put more thought into this but I just wanted to throw up this idea quickly. What do you think?
