Yes you can get reported. No you can't get banned unless they can prove you made the enemy team profit off of it.

Important note - it doesn't matter if it gives the enemy an advantage, it matters if the intent was to give the enemy an advantage.

It's like the difference between dying 10 times in the first 20 minutes, and dying 10 times in the first 20 minutes with an intent to feed the enemy. One is punishable. One is not.

Yes. Rito has numbers for how much CS every champ can get and if get reported and your CS is above that then you will get punished. If you don't get sighstone on top of that, then you will get a 14 day "last warning" ban.

It's pretty common knowledge and Rito says this all the time. All you have to do to hear about it is not live under a rock or in a cave out in the wilderness. If you can't find this info then I don't really know what to tell you buddy. Maybe try and be more alert? Perhaps work more on your situational awareness? That would be good in RL too.

I mean, back in Pre-Season 1 the whole meta was crazy. Junglers weren't in every game, ADCs went mid lane, and bottom lane was a sort of potluck. Then we had a Roaming Support meta, one where EVERYONE built gold/5 items, and a few other weird things.

Considering a lot people in lower elos (bronze/silver) don't buy sightstone, I don't think this can warrant a 14 day ban.

My good sir, I am not using sarcasm. I am being quite serious. When I use sarcasm on here, I will state as such.

I will post my sarcastic comment and then say something like "That was Sarcasm". I do that in most of my online chats as the context can be hard to detect and even if it does seem obvious, some people are just slow to pick up on it. Like that episode of Big Bang Theory when Leonard was talking about sarcasm to Sheldon and how Sheldon couldn't pick up on it. Leonard ended up making a sign that said "Sarcasm" that he would hold up when he or someone else used sarcasm around Sheldon.

I'm not the one who makes the rules and the TOS. That would be Rito. If I made the rules I would make them things like all Axe wielding champions must build at least 1 Ax item. All hammer champs, need to build a hammer item. All sword champs a sword item and so on and so on. Harsh punishments would be dealt out to all you fail to follow these rules.

Also all champs must meet in mid and have a dance off at the 5, 10, and 15 minute marks. Each dance off lasts one minute and there is to be NO attacking during this time.

Those are fabulous suggestions.

However, playing a off-META strategy (CSing support, or sightstoneless support) is not a punishable offense.

you can report for anything, but the system has the ability to filter out false reports.

Not adhering to the META (0CS support, or Sightstone on support) is not a punishable offense.

I highly doubt it. I never buy sightstone as I play aggro AP supports with heavy dmg. How can I get banned for not having an item, lol. Have some map awareness.
