Yes you can get reported. No you can't get banned unless they can prove you made the enemy team profit off of it.

Yes. Rito has numbers for how much CS every champ can get and if get reported and your CS is above that then you will get punished. If you don't get sighstone on top of that, then you will get a 14 day "last warning" ban.

you can report for anything, but the system has the ability to filter out false reports.

Not adhering to the META (0CS support, or Sightstone on support) is not a punishable offense.

I highly doubt it. I never buy sightstone as I play aggro AP supports with heavy dmg. How can I get banned for not having an item, lol. Have some map awareness.

I've never heard of someone getting punished for not buying a sightstone.

Everyone has a 3 wards from item 2303 / item 2302 / item 2301 / item 2045 / item 3361 , 1 item 2055, and also item 3363

Riot made this change to force EVERYONE to ward and not make it solely the support's job.
