People intentionally screwing up games and what is going to be done about it?

Ok, so we're trying to make a game and this guy going "TOP" Locks in my jinx pick and says I'm first picking, pick me Nunu. So as odd as it seemed I obliged because I'd rather try and be helpful then toxic. So then he declines my trade and forces us to dodge.

Anyone want's to know his name just ask me for it, so you can auto block him. That kind of crap really should not be allowed and should be addressed.

Riot needs a pre game report system, rather than a post, they need something that allows multiple players to flag and then an admin can look in and see real time if something is an issue.

Pre-Reporting games does not make sense. What if someone dodges anyways, what if it's a joke? Nothing about the choices are made clear until the match is confirmed, and the intent isn't made clear until the game is allowed to progress. Being allowed to report right off the bat will just enable more toxic behavior, and I already see enough of that in my games to beg that you realize this is a bad idea.

In this case, nothing can really be done about it. What I normally do if someone is being toxic in the pre-game lobby is take screenshots of the chat in case they dodge. If the toxicity is bad enough (racial slurs, "kys", homophobia, etc.) and then they dodge, I send the screenshots to Riot Support and explain the situation. Riot Support is not usually able to take action based on reports sent in via tickets, but in certain severe situations they are willing to take action. I highly doubt they would take action on someone's account simply because they trolled and forced a dodge.

As I was told by Player Behavior support staff Princess Bubblegum when asking about sending reports via tickets:

"While we're not always able to take action, we definitely do when it is necessary. We don't want to set the expectation that players can use Support as a venue to report, because that's not what Support is. We are here to help explain account standings, help with account issues, explain how our systems are working with the account, and send players to the correct channels to empower them on fixing the issue."

same as the last 6 years. nothing. its amzing how im toxic for gettign agitated after 20 games of trolls afks and feeders.

19/6/15 ww rank a for the game troll lulu adc and i had to start typing in chat that i was tilted when i was 6/1 with no towers gotten. thank god the riven and veigar and sona grouped up. compare that to yesterdays hell and this is heaven. you shouldnt have to tell people your tilting or anything really to get them to wake the fuck up an focus.
