Besides somewhat Summoner 4.

Yeah, you should be able to report a player in champ selection... This should also earn you a free dodge point if he's proven guilty. This way I don't have to wait 30 minutes when it happens twice...

If you want to report people outside of the end game report system you can do so via a support ticket.
