What is the boundary between "off meta" and "trolling"?

Let me give you some examples

Full AP Nunu. Has a bunch of AP ratios on his abilties. His ult can one shot entire teams. W amps up AP even further. Off meta

Rageblade/on hit TF. Gets passive attack speed and on hit damage on E. E on hit every other auto with rageblade stacked up. Off meta

AP Kogmaw. Weak early but scales up late. AP also scales up his W and gets attack speed from Q. Crazy amounts of poke. Off meta

AP Renekton. Literally the only AP ratio he has is a tiny amount of damage on his ult. Thats it. No increased synergy with AP itemization. Trolling

Full AD Gragas. Come on. Trolling

Thats what I think anyway. There absolutely is a limit between off meta and trolling even if you "are trying to win wink wink". Just had an AP Renekton on my team on my other account. Enough is enough. You cannot build whatever you want on any champion under the guise of "off meta hehe" no matter what excuse you come up with.

Are there any rules about this? The guy is clearly a troll that is trying to push the rules to the edge.

The only difference is intent.

Off meta had the intent to win. As long as there is one ability that scales with with AP, while I may not agree with the strategy, you can build ap.

AD can literally be built on anyone, we see it often for one for all.

why not pick Nasus at that point, if you wanna go off meta and full ap...at least he'll tilt the enemy top laner LOL
