The same player cannot initiate more than 3 surrender votes.

You cant spam /ff anyway. This is a non-existent problem
How about we first change the unanimous decision vote for an early surrender
its not really spam, its once every what 5 mins? after 20 mins?
There is a ~5 minute cd on surrender vote. How can you spam it?
