Why is there no system in place to punish these players? Why do we have to pay the price for someone else trolling?

Trolling is an act that requires action in game - as such it is generally impossible to troll in champion selection. Intent to troll expressed in chat in pre-game chat does usually merit an escalated punishment, however. Chermorg4 votesBans take priority over picks. In any situation where two game mechanics conflict, one will always have to take priority - and Riot has decided that a player’s desire to ban, for whatever reason, takes priority over a player’s desire to play another champion.
I dislike this too sometimes (people ban new champs that I’m usually decent at after release [PBE access FTW]) but it’s the rules and we gotta go by them.

If you don’t like them, you’re free to head to the Gameplay boards and ask for there to be an enforced meta. Otherwise, you have to accept that you don’t get to define the rules as you want to.

By all means please use the end-game screen if you can - but once you leave that screen you can’t use it to report anymore, hence why I suggested a support ticket.
But like I said, if all they did was pick off meta, they are not going to be punished.

No you cant. Chermorg already explained to you. Ban take priority over pick. Maybe he banned it because he doesnt think Voli fits in your team comp. Maybe he banned it because he doesnt wanna risk opponent taking it. Maybe he banned it because he saw your profile and performance on that champion. Maybe he doesnt want Volibear in team at all. Maybe he loves bears and doesnt want to see it die in game. Doesnt matter. Person can ban any champion, he doesnt need reason.

The only real time banning a champ is when later it is determined to be an act of trolling. E.g. I got autofilled support and want top. So I ban your pick and steal top from you. I wouldn't get in trouble for the ban though, but most likely stealing a role I wasn't assigned (not apply to blinds for obvious reasons).
They aren't going to punish without knowing the intent. Is it a high contested pick and we can't secure it? Ban the champ. Do I absolutely hate the champ? Ban the champ. Do I not trust the new champion even if we can secure it? Ban the champ.
None of those are troll reasons to ban a champ. The closest is the "hate reason".

reductio ad absurdum: If you don't pick Varus or Kogmaw ADC then you get punished because clearly you are trolling. If you try to play a AP jungler then you get punished because that is not optimal at the moment. If you pick a enchanter support with Kaisa then you get punished because engage supports are better with her.
Off meta picks are cool because you get secret OP things, builds people don't know how to play against, or team comps that shouldn't work but do. Bruiser botlanes? If you are good at what you do and catch them off guard, it works. We also had fun with APC botlanes for awhile last year. We've seen champions move around in their positions because of this. An enforced meta would ruin all sense of customization.
Sure there are trolls in the game. There will always be trolls. I maybe run into a true troll on my team once every ten games or so. I am ok with that fair trade as long as I am able to safely continue experimenting with my different Nami and Anivia builds.

XIII Vanitas2 votesWhat? I was just making a theoretical statement. Anyways, I do believe that the best way to play full tank Ahri jungle is with the conqueror keystone and the summoner spells barrier and cleanse. Smite isn't necessary because, just like you said, there is no enforced meta.
HalcyonDweller2 votesThe issue isn't whether something is prohibited or not, the issue is when a player refuses to communicate with their team or worse, says things that make it quite clear they are simply holding the lobby hostage. I personally am willing to call their bluff and play it out so I can report them, but we can't expect everyone to do that, especially when they've just signed up for up to 60 minutes of it.
At the end of the day it's a really shitty situation, and Riot needs to do something to make it less prevalent.
