Why doesn't Riot give a shit about players trolling in champ select?

You queue up for a game, you get into a lobby and then your autofilled support forces you to dodge by picking Nunu with summoner 6 and summoner 1. I bet something similar has happened to everyone at least a dozen of times.

Why is there no system in place to punish these players? Why do we have to pay the price for someone else trolling?

Because there is literally no champion/spell combo that is 100% prohibited. If that nunu thinks ghost and cleanse are the best spells for him/her to support with, they’re allowed to use them.

Trolling is an act that requires action in game - as such it is generally impossible to troll in champion selection. Intent to troll expressed in chat in pre-game chat does usually merit an escalated punishment, however. Not a 14 day ban off the bat, but I have seen people get chat restrictions off of one pre-game chat where they threaten to troll, etc.
