Its a gray area and there's really no reason to do it. The person is going deny it whether they are scripting or not. And if you ask others to report them or you flame the person then that is against the terms of use and you open yourself up to getting punished as well. Just report them and move on.
Just report them and move on. Also, Riot has said extra evidence really helps them in the investigation. If you have replay software or record the game you can make a support ticket and give them a link to the replay/video and that helps them build a case against the person.
To make it a bit easier to determine what may be a punishable offense, instead of asking if it's "illegal", ask yourself if it's negative. Negativity is not conducive to a friendly environment, and accusing someone of cheating is just being unsportsmanlike.
If they are cheating, pointing it out doesn't help get them punished and may very well cause them to lash out against you, and other players may defend them just to stop you from spreading the negativity (even if the irony is lost on them). If they aren't cheating, then you're straight up just causing problems. Just report them and move on.
No. Just don't do it. It could get you reported for harassment whether you were right or wrong about the alleged cheating.

It actually does fall under harassment. Just report at the end of the game. Make sure to give a detailed account of why you think they are scripting.
why would you? What does it accomplish? Worse case scenario they stop scripting and a lot of additional evidence goes away. Best case they keep scripting and you have a whole game to show riot.
The only time I bother doing this is if I suspect someone's running a bot (and thus not actually at their computer). I'll just say something to them to see if they reply to it or change their behavior in any way. If not, I'm more likely to report them for botting.
