A lot of players reports because they are mad / jealous / lost the game

How do you make sure their reports dont contribute to other people getting banned if being reported for unsportsmanlike behavior doesnt necessarily have to be because of offensive chat remarks but in game actions. Theres no way for your bots to tell the difference and I am sure manual reviews as in the singed mains case are the exception

The automatic review process is triggered by reports. But whether or not a punishment is doled out is determined by what the automatic process finds in the chat logs.

You could receive 9 reports every game, but so long as your chat is clean you would never be banned for chat. Getting 9 reports every game would likely raise a flag for a manual review but that's besides the point.
