So he banned my champ to try to get me to lane swap and I still said no, and then he started taking my cs.

He didn't say anything in chat though so he's not going to be banned.

obviously, they wont cause they dont care and everyone knows you wont actually get them skins either way even if they did.

So just dont cry about what happens in game when you can avoid it all together.

If youre in promo and you want to risk it then play in game atleast thats an OKAY reason. Other than that whats the harm in -3lp in rank, or a 5 min wait que ?

We won but he was still really shitty teammate with a "me me me" attitude that made it antifun to play with.

I am an honest person, I was really going to get them a skin. Granted it's Assassin Yi but it's still a free skin.

Make a support ticket and send it to RIot.

Note down, the things they did. even though they never said anything their actions speak louder than words

unsportsmanlike behavior and causing grief,

it may be small, but it will be a start into getting this person chat restricted and eventually banned if they continue down this negative behavior.

This was draft no? Messing with the roles like he did, even the passive aggressive version of it (taking your cs etc), you could've reported him for that (and explain in the description).

It will if the investigation is triggered. Should do. After all you didn't report him for any of the verbal categories (or even if you did report for the wrong category I think you should be fine).
