So he banned my champ to try to get me to lane swap and I still said no, and then he started taking my cs.

He didn't say anything in chat though so he's not going to be banned.

Make a support ticket and send it to RIot.

Note down, the things they did. even though they never said anything their actions speak louder than words

unsportsmanlike behavior and causing grief,

it may be small, but it will be a start into getting this person chat restricted and eventually banned if they continue down this negative behavior.

This was draft no? Messing with the roles like he did, even the passive aggressive version of it (taking your cs etc), you could've reported him for that (and explain in the description).
