Can I drop in Punishment Tiers by simply not playing

I read that you drop 1 tier per 3 months? can I log in 9 months later and be ok, if I still want to even play this game? or would I still be post 14-day ban status?

The bad people I encounter are overwriting all the good memories I have about this game...
