One game of intentional feed will not result in a permaban (obviously). Two games , especially in a row, might.
The logic behind this is that everybody has a bad game/bad day , no exceptions. One match can be forgiven but not multiple. This isn't unreasonable and people like you that want The Draconian System to be even more draconian are just sad.
You're pretty much right. But it's hard to tell when someone is actually inting or not. Obviously RIOT will never tell us how they decide that, I assume their detection systems aren't nuanced enough yet.

u can int feed, but not so blatant like running it down, and riot wont ban u if u dont type anything in chat at all, trust me ive done it 10 games in a row on smurf and im still going strong
