I really want to do this because a lot of my teammates have yet to actually be worth listening to, but if I completely silence chat I could get punished for it, why the hell is this even an option if it's a punishable offense?

Name one instance of someone who got banned for muting everyone (assuming you dont type anything yourself).

I have never known anyone who "refuse to communicate" and i really doubt you have either.

I got a warning for "not communicating" when I muted everyone because they were arguing in the champ select, post game they requested I be reported for not communicating then I received a warning message which confirmed it.

You don't get warning messages. If you got a message it may have been a message confirming one of the reports you made against another player was validated.

As long as you utilise pings, there is nothing prohibiting you from muting everyone else's chat
