Why is it okay to threaten people with reports just for typing almost anything?

Isn't this considered toxic behavior? Threatening to report people for "typing just enough"? Their report may not mean anything for someone who's never been chat restricted or banned, but reforming players have to deal with this (not referring to myself only ofc) and these types of threats just show how abusive and negative this system can get.

When will we be able to report players for their extremely poor performance during games? There are replays available everywhere and players that aren't intentional feeders, but either boosted or not deserving of their rank/current elo get away with ruining other player's games.

I will add someone threatened and reporting me for asking why they let me die, and why we weren't fighting when we were miles ahead of the enemy team. Before you say "typical adc" I was one item away from full build and could easily destroy their ezreal, but as I fought him with my team right behind me and theirs spread apart my team typically watched, yet it was my decisions that granted them a swift victory since all of them refused to initiate.

These type of players honestly are all boosted savages and it really makes me regret carrying or performing well any game when someone says they're going to report me. If they report me why should I give them the victory? Riot ever think about this? Regardless of their report meaning anything, why should a player help win the game as soon as they get threatened with a report?

It isn't.

Threatening to report players (or soliciting reports) is punishable.

Threatening to report in any circumstance is against the rules. And there used to be an option to report for bad performance but it didn't actually do anything because people have bad games and it's stupid to report someone for it. If they are consistently performing much worse than average then that raises suspicion that they may be intentionally feeding, but 1 game isn't enough.
