Why is there a 'helpful' honor?
Doesn't everyone just report those who try to give their teammates some tips?

Some people report people who try to give tips. That doesn't mean those reports are valid and it certainly isn't everyone or even most people in my experience.
IMO this mentality stems from the fact that most people's constructive criticism is extremely light on the constructive and extremely heavy on the criticism.
if there wasn't just "honorable opponent" for enemies, I've give one for an enemy Veigar I faced in Blind pick. he helped me out learn how to behave in lane as his main, and I got to learn a lot from it.
i get raged at when i tell adc's to set 800 gp aside for executioner's to counter the effectiveness of sona/raka/nami.
or that last pick in champ select top needs to be a tank, cuz we dont have one.
I say it just like that and get flamed.
people dont like advice at all.
most players dont care about team balance.
every solo queue all lanes tend to pick carries (even supps). it's difficult to be seen as helpful by other players.
"You know building hp instead of thornmail might help more since darius is building black cleaver, right?"
"stfu and mind your lane."

If you wanna be seen as helpful, only answer questions when they're asked, offer (and wait for affirm) to give advice on champs you actually know, or otherwise just try to lead your team in less micro-managing ways.
Unsolicited "tips" from some guy who hasn't paid any attention to my lane, doesn't play my champion, and doesn't know the matchup, is mostly useless / annoying.
You cant know if they were watching or if they know the champ, so it would generally always be annoying for you?
i dont play darius at all, but i know how to win lane as him/ i know what he loses to/ i know itemization for and against him. i dont need to actually play the dude.
playing against him for years is enough, but from your perspective, i would be annoying.
I was just in a 2v1 lane on an alt account and told my lane partner to let their creeps push up so we can deny their riven any cs and a lot of experience but the dummy just wouldn't listen. Just said "no" and "don't die" lol. He went like 1-10 and I could've helped him so much with tips but the guy clearly wasn't willing to learn. So I just told him alright I'll stop talking not trying to rag on ya, you're just doing it wrong, that's all. So ya idk why there's a helpful option cuz people don't seem to want help ever. I was putting everything so nicely too like it was an idea I had, not a do this do that commanding tone.
I give helpfuls to those that don't steal my CS in lane phase.
If I think someone was helpful and I feel like honoring them for it then I do so.
