Can troll in rank get punished more severely?

I get so sad when i team up with a troll in ranked games. My team cant do anything when we had a troll jg jax whose main purpose is to troll the team then walk around in base and did nothing. He then trying to act innocent and wanna report us cos we caught him trolling. I wish RIOT can implement a harsher punishment for those who troll in games especially in ranked games.
