Probably. Replacing insults with nonsense has been a suggestion offered for dealing with toxic tendencies for quite some time - though personally, I'm of the opinion that if you've got the presence of mind to invent some inanity to replace toxic language, you've also got the presence of mind to avoid that toxic language and say something worth saying instead.
But that's just my thinking.

I don't think changing one insult for another is going to help much.
Either way you are insulting another person and this would be considered toxic behaviour

I take much pleasure in calling people dumb insults (such as : Communist, Socialist, Hippy, Hooligan and so on.) As such, calling someone a BOB might be along those lines. But I want to clarify ; I wouldn't call someone who I had a legitimate grievance with a hippy. That would be disrespectful and inappropriate. I like to call enemies these things when they cause my untimely demise, for example.
With respect to your second Idea, I can respond by asking YOU a question. Do you think me asking you if you're not not a rapist means I'm not trying to imply you're a rapist? The intent in your comment is to depreciate the person you're speaking to with respect to their intelligence. The sentence you are replacing is exactly logically equivalent to the one you are replacing it with. So no, don't say that. I'm not saying it would be punished, but it would not be pardoned.
